I think this would be well suited to rotating the swimmers body with hand movements from Hydra, Move or Kinect (I don't think the Kinect lag would be noticeable under water.)
Probalby not WiiMotes since you can't reliably determine orientation of the controller w/o drift issues.
Kicking would still need to be a button.

This game has hand signals implemented which could be recognised by a 3d cam.
As for turning it might work, something like a wave woosh thing.
However when diving in real life you're using your arms as little as possible.
Keeping them crossed helps your body temperature lowering your air consumption.
